Strengthening Evaluation Across the Humanitarian-Development-Peace Nexus: EvalNexus in Action

By Nashwan Ahmed, CEO of Eval Nexus Global Organization

In an era marked by complex crises and protracted conflicts, the need for integrated, context-sensitive evaluation approaches has never been more urgent. EvalNexus, a newly registered International Voluntary Organization for Professional Evaluation (VOPE) as of June 2025, is leading the charge in advancing evaluation practices across the Humanitarian-Development-Peace (HDP) Nexus.

EvalNexus was founded with a clear mission: to improve effectiveness, accountability, and learning in crisis response, sustainable development, and peacebuilding worldwide. Our work is grounded in the belief that high-quality, ethical evaluations are essential for achieving better outcomes in fragile and conflict-affected settings.

Why the Triple Nexus Matters

The HDP Nexus approach recognizes that humanitarian action, development efforts, and peacebuilding are not sequential but interdependent. In today’s world, emergency response must be complemented by long-term development strategies and conflict-sensitive peacebuilding initiatives. EvalNexus embraces this integrated vision by:

Promoting Global Community: We foster a worldwide network of evaluators committed to ethical and inclusive practices.

Ensuring Context Sensitivity: Our evaluations respect local dynamics, cultural considerations, and conflict realities.

Enhancing Outcomes: We support interventions that address root causes and build resilience across sectors.

Our Strategic Focus

EvalNexus is actively engaging with local and international stakeholders to:

Build capacity among evaluators working in HDP contexts.

Advocate for evaluation systems that reflect the complexity of humanitarian and peacebuilding environments.

Facilitate knowledge exchange through webinars, publications, and collaborative platforms.

Looking Ahead

As part of the global evaluation community, EvalNexus invites VOPEs, development agencies, and civil society organizations to join us in strengthening evaluation across the HDP Nexus. Together, we can ensure that evaluations contribute meaningfully to sustainable peace, inclusive development, and effective humanitarian response.

EvalYemen: Empowering Evaluation and Building a Better Future for Yemen

Introduction:
In Yemen, a country grappling with complex challenges, effective evaluation practices play a crucial role in driving positive change and sustainable development. EvalYemen, the National Voluntary Organization of Professional Evaluators, has emerged as a key player in promoting evaluation culture and capacity building throughout the country. In this blog, we will explore the significant role of EvalYemen as the National VOPE (Voluntary Organization for Professional Evaluation) in Yemen, and how it is contributing to the advancement of evaluation practices and fostering a brighter future for the nation.

Strengthening Evaluation Capacity:
EvalYemen serves as a platform for building and strengthening evaluation capacity within Yemen. By providing training, workshops, and knowledge-sharing opportunities, the organization empowers evaluation professionals, civil society organizations, and government entities to enhance their skills and understanding of evaluation methodologies. This capacity building ensures that evaluations are conducted with rigor and in line with international standards, leading to more effective decision-making and improved program outcomes.

Promoting Evaluation Culture and Awareness:
As the National VOPE, EvalYemen plays a pivotal role in promoting evaluation culture and raising awareness about the importance of evaluation in Yemen. The organization advocates for evaluation as an integral part of the development process, emphasizing its role in evidence-based decision-making, accountability, and learning. Through conferences, seminars, and public outreach initiatives, EvalYemen fosters a culture where evaluations are valued and integrated into development practices at all levels.

Facilitating Collaboration and Networking:
EvalYemen serves as a hub for evaluation professionals and stakeholders to connect, collaborate, and share experiences. The organization facilitates networking opportunities, enabling evaluators to exchange knowledge, best practices, and lessons learned. By fostering collaborations among stakeholders, EvalYemen strengthens evaluation efforts, promotes cross-learning, and enhances the overall quality of evaluations conducted in Yemen.

Supporting Policy Development and Implementation:
EvalYemen actively engages with policymakers and government entities to promote the use of evaluation in policy development and implementation processes. The organization provides technical assistance, guidance, and expertise to ensure that policies and programs are designed with evaluation in mind. By integrating evaluation from the inception of policies, EvalYemen contributes to evidence-based decision-making, leading to more impactful and sustainable interventions.

Enhancing Accountability and Transparency:
EvalYemen plays a vital role in promoting accountability and transparency in Yemen's development landscape. Through rigorous evaluations, the organization holds stakeholders accountable for the outcomes of their programs and policies. By providing objective assessments of program effectiveness, efficiency, and relevance, EvalYemen enables evidence-based dialogue between government entities, civil society organizations, and donors, fostering accountability and transparency in the use of resources.

Contributing to Sustainable Development:
EvalYemen's efforts contribute to the overall goal of sustainable development in Yemen. By ensuring that evaluations are conducted systematically and consistently, the organization helps identify gaps, challenges, and opportunities for improvement in development interventions. This knowledge enables stakeholders to make informed decisions, allocate resources effectively, and design targeted interventions that address the specific needs of Yemeni communities, ultimately leading to sustainable and inclusive development.

Conclusion:
EvalYemen's role as the National VOPE in Yemen is instrumental in fostering evaluation culture, building capacity, and driving positive change in the country. Through its activities, the organization strengthens evaluation practices, promotes accountability, and contributes to evidence-based decision-making in development processes. EvalYemen's commitment to collaboration, networking, and knowledge-sharing empowers stakeholders to collectively work towards a brighter future for Yemen. As we recognize the crucial role of evaluation in shaping sustainable development, let us support and amplify the efforts of EvalYemen in their mission to create a more prosperous and equitable Yemen.

EvalYemen Strategic Plan 2021-2025

EVALYemen has developed strategic plan to guide the implementation of its Programme activities and projects and achieve the results agreed upon for the benefit of its Members. The focus over the coming five years has been to be the leader of Monitoring and Evaluation in Yemen and to promote professionalization throughout a collective set of actions aiming to equip evaluators with strong values, knowledge and skills in evaluation that supports the likelihood of quality and useful evaluations, to develop and strengthen culture and evaluation practices related to humanitarian relief and development, Youth, SDGs, environment, and government policies in Yemen for the benefit of the citizens they serve.

To develop the Strategic Plan document, a participatory approach was used and it included EVALYemen Key founders, stakeholder consultations, management group members and literature review. The key members of EvalYemen were requested to review the strategic plan and make suggestions of objectives and strategies that are still relevant to EVALYemen vision and mission.

EVALYemen Key founders have distributed the roles and responsibilities to develop the plan which has been carried out from November 2020 to February 2021.

To facilitate the success of EVALYemen strategic plan, and to be a consensus document of the EVALYemen, and to achieve its expectations, this process involved internal and external stakeholders. The founder of the EVALYemen has provided leadership, but take into consideration any divergent views of participants in developing this strategic plan.

The developing of this plan was made voluntary with no registered cost due to the financial constraints that has limited the ability to contract with international expert consultant to provide an international thought for this strategic plan.

The Strategic Plan is an important aspect of governance and strategic management. It is to ensure that stakeholders, are working towards common goals; establish agreement around intended outcomes/results; assess and adjust the organization’s direction in response to a changing environment; set priorities; strengthen operations and focus on value for money.

It aims to fulfill its mission and to ensure that, through effective preparation, its programmes and support activities are best positioned to achieve its long-term goals and objectives.
